Goh became prime minister of Singapore in 1990, succeeding the man regarded as Singapore's founding father, Lee Kuan Yew. Goh was already a prominent member of the ruling People's Action Party (PAP), having served as senior minister for trade and industry, finance, and health, among other positions. Goh continued as prime minster throughout the 1990s, and in 2004 was named Senior Minister of the Prime Minister's office.

In 1994 Goh made news in the U.S. when he refused the rescind the caning punishment given to American teen vandal Michael Fay...
