Asser, Tobias Michael Carel

Asser, Tobias Michael Carel (tōbē'äs mē'khāl kä'rul äs'ur) [key], 18381913, Dutch jurist. He was a delegate to many international conferences, including the Hague Conference of 1899, and he wrote on international law. A proponent of international arbitration, he shared the 1911 Nobel Peace Prize with Alfred Fried.
