Fidel Castro, president of Cuba, temporarily transferred power to his brother Raúl in August, just before undergoing intestinal surgery for an undisclosed condition. It was the first time in Castro's 47 years as leader of Cuba that he relinquished control of the country. The Bush administration hinted—and hoped—that the transition would eventually bring democracy to the island.
