Rudolph Giuliani, mayor of New York City, won wide praise for his poised handling of the September 11 terrorist attacks on the World Trade Center towers. He acted with both resolve and compassion, guiding the city through one of its darkest times. Giuliani, prevented from seeking reelection by term-limits laws, offered to extend his term by three months to help with the transition to a new administration.
