Muhammad Mohsen Zobeidi self-proclaimed mayor of Baghdad, was arrested by U.S. troops in April, after repeatedly defying orders to stop claiming authority in the area. A former exile, Zobeidi returned to Iraq after the fall of Saddam Hussein and immediately attempted to exert administrative control, assembling an entourage of tribal leaders and hiring civic workers.
