Robert C. “Bobby” Scott was elected to the House of Representatives in 1992, representing the 3rd district of Virginia. He was the second African-American from Virginia to be so elected, and the first since Reconstruction. He was also the first person of Filipino heritage in Congress. In 2005, he started his seventh term, serving on the House Judiciary Committee and the House Committee on Education and the Workforce.
Scott grew up in Newport News, Virginia, and received degrees from Harvard College and Boston College Law School. He returned to Newport News and practiced law for almost two decades. He served in the Virginia House of Delegates from 1978 to 1973, and the Virginia State Senate from 1983 to 1993, before joining Congress.
