MONAGAN, John Stephen, a Representative from Connecticut; born in Waterbury, New Haven County, Conn., December 23, 1911; attended Driggs, St. Mary’s and Crosby high schools in Waterbury; graduated from Dartmouth College in 1933 and from Harvard Law School in 1937; was admitted to the Connecticut bar in 1938 and commenced the practice of law in Waterbury, Conn., the same year; president of the Waterbury Board of Aldermen 1940-1943; mayor of Waterbury 1943-1948; member of the board of directors of Waterbury Savings Bank; delegate, Democratic National Conventions, 1944, 1948, 1960, 1964, and 1968; elected as a Democrat to the Eighty-sixth and to the six succeeding Congresses (January 3, 1959-January 3, 1973); unsuccessful candidate for reelection to the Ninety-third Congress in 1972; resumed the practice of law; died on October 23, 2005, in Washington, D.C.
