MANN, David Scott, a Representative from Ohio; born in Cincinnati, Ohio, September 25, 1939; A.B., Harvard University, 1961, LL.B., Harvard University School of Law, 1968; served in the United States Navy, 1961-1965; admitted to the bar in 1968 and commenced the practice of law in Cincinnati; member and chairman, Cincinnati board of health, 1972-1974; member, Cincinnati city council, 1974-1992; mayor of Cincinnati, 1980-1982, 1991; elected as a Democrat to the One Hundred Third Congress (January 3, 1993-January 3, 1995); unsuccessful candidate for reelection to the One Hundred Fourth Congress.
