LE BLOND, Francis Celeste, (grandfather of Frank Le Blond Kloeb), a Representative from Ohio; born in Bellville, Ohio, February 14, 1821; pursued an academic course; studied law; was admitted to the bar in 1844 and commenced practice in Celina, Ohio; member of the State house of representatives 1851-1855; served as speaker of the house in 1854 and 1855; elected as a Democrat to the Thirty-eighth and Thirty-ninth Congresses (March 4, 1863-March 3, 1867); declined to be a candidate for renomination in 1866; resumed the practice of law and also engaged in business; died in Celina, Ohio, November 9, 1902; interment in North Grove Cemetery.
