LOUTTIT, James Alexander, a Representative from California; born in New Orleans, La., October 16, 1848; moved with his parents to California in 1849, who settled in Calaveras County; attended private and public schools and the State normal school at Sacramento; studied law; was admitted to the bar in 1869; settled in Stockton, Calif., in 1871 and practiced law; prosecuting attorney of Stockton 1871-1879; elected as a Republican to the Forty-ninth Congress (March 4, 1885-March 3, 1887); was not a candidate for renomination in 1886; resumed the practice of law in Stockton, Calif.; died in Pacific Grove, Monterey County, Calif., July 26, 1906; interment in the Stockton Rural Cemetery, Stockton, Calif.
