LUTHER, William Paul, a Representative from Minnesota; born in Fergus Falls, Otter Tail County, Minn., June 27, 1945; graduated from Fergus Falls High School, Fergus Falls, Minn., 1963; B.S., University of Minnesota, 1967; J.D., University of Minnesota School of Law, 1970; lawyer, private practice; prosecuting attorney, United States Court of Appeals, Eighth Circuit, 1970-1971; member of the Minnesota state house of representatives, 1975-1976; member of the Minnesota state senate, 1977-1994, and assistant majority leader, 1983-1994; elected as a Democrat to the One Hundred Fourth and to the three succeeding Congresses (January 3, 1995-January 3, 2003); unsuccessful candidate for reelection to the One Hundred Eighth Congress in 2002.
